Hollyburn Properties is exploring a redevelopment concept for 1640-1650 Alberni Street that will increase the number of purpose-built rental units on the property and provide new rental accommodation for families in the West End neighbourhood.

Why is Hollyburn Properties proposing to redevelop this property?

Hollyburn Properties is committed to providing rental housing in the West End and throughout the Lower Mainland. We recognize an opportunity to increase the housing stock in a community where vacancy is 0.5%. The proposal seeks to provide a significant amount of purpose-built rental housing on the property.

What is Hollyburn Properties proposing for the redevelopment of 1640-1650 Alberni?

We are currently considering a rental building, which would increase the number of purpose-built rental units on the property and provide a large percentage of the suites suitable for families (two-and three-bedroom units). Additionally there will be a significant number of one-bedroom units to replace the number of one-bedroom units currently in Brockton House.

How does this application respond to the West End Plan?

After extensive consultation with the community, Council approved the West End Plan in 2013. The proposal is consistent with the West End’s Principles:

Adding new purpose-built rental units to help meet the diverse needs of the community;
Providing a large portion of the building’s units as family housing;
Advancing a green urban pattern by designing a LEED Gold building with high efficiency mechanical and lighting systems, as well as passive design strategies to reduce energy and resource consumption; and
Providing a range of sustainable transportation options by including electric vehicle charging receptacles, dedicated parking stalls for car share and bicycle parking stalls.
What are the proposal’s sustainability features?

The proposed building will be designed to achieve to LEED Gold, and to connect to a future community district energy system. Careful attention will be paid to orientation, window openings and external shading. Energy demand will be further reduced through the use of high efficiency mechanical and lighting systems.

What is the timeline for this proposal moving forward?

Hollyburn Properties has not yet made an application to the City of Vancouver for a rezoning. First we will host a Pre-Application Open House to share our proposal and ideas for the property, and to hear your feedback. We anticipate that an application could be made in the fall, and we would host a subsequent Open House with more detailed plans in late fall.

We would then to advance to a public hearing, and provided Council approves the rezoning, a Development Permit application and Building Permit application would follow. The earliest possible timeline to start construction would be mid 2018.

How will existing residents be cared for?

For our existing residents at 1640-1650 Alberni, we are working on a resident relocation package that will provide assistance in finding alternate accommodation; first right-of-refusal on the new rental units; a contribution toward moving expenses; a minimum two months’ notification to end tenancy; and at least two months’ financial compensation towards rent for existing residents. If you are a resident of Brockton House and have not seen a copy of out draft resident relocation package, please contact your building manager for your copy of the relocation plan.
