REVISED Rezoning Application – 1600 Beach Avenue and 1651 Harwood Street

IBI/HB Architects, on behalf of Beach Towers Investments Inc., has submitted a revised application to rezone 1600 Beach Avenue and 1651 Harwood Street from RM-5A (Multiple Residential) District to Comprehensive Development (CD-1) District to add a total of 133 dwelling units to these sites. The existing property has 607 rental apartments in four towers (19 to 21 storeys) on two sites — 1600 Beach Avenue and 1651 Harwood Street. The application proposes the following:
- Along Beach Avenue: add a 4-storey residential building with 2-storey townhouses at grade and two levels of housing above.
- At the corner of Harwood and Cardero Streets: add a 9-storey residential building.
- On the Harwood Street site: along Harwood, add two 3-storey structures on either side of the existing Columbus House building, and along the lane, add 2-storey townhouses.
- Infill the base of the existing towers to expand the lobbies, add a new rental office, and create additional amenity space.
- At Beach Avenue and Cardero Street: add a partially submerged one-storey amenity building.
The proposal would add approximately 99,993 sq. ft. of density, resulting in an increase in floor space ratio (FSR) from 3.42 to 4.32 (noting that the maximum permitted under the current zoning is 2.2 FSR). The applicant has applied under the Short Term Incentives for Rental Housing (STIR) Program and all the residential units are proposed to be market rental.
This application has been approved by Council at a Regular Council Meeting on February 26, 2013and By-law No. 11007 for 1600 Beach Avenue and By-law No. 11008 for 1651 Harwood Street were enacted at a Regular Council Meeting on July 22, 2014.

Revisions: This revision includes the changes presented to the Urban Design Panel (November 16, 2011) and the Vancouver Heritage Commission (November 14, 2011 and February 13, 2012), as shown in the November 4, 2011 version below. In addition, the 4th level of parking was removed and the other parking levels were reconfigured to include increased bicycle stalls.

Revisions:
- In response to comments received from the Urban Design Panel on September 21, 2011, the buildings were simplified and their mass was reduced to increase the separation between the proposed building and the adjacent existing buildings.
- In addition, on the Harwood site, townhouses were added fronting the lane.

- At the corner of Harwood and Cardero Streets: add an eight-storey residential building.
- Along Harwood Street: add two two-storey structures, containing nine townhouses, on either side of the existing Columbus House building.
The proposal would add approximately 105,000 sq. ft. of density, resulting in an increase in floor space ratio (FSR) from 3.42 to 4.33 (noting that the maximum permitted under the current zoning is 2.2 FSR).
